Geographical Area and Target Beneficiaries:
The project area is located in Dharan on the foot-hill surrounded by hills in northern part and jungle in southern part in Sunsari district of Koshi Zone in Eastern Nepal. Although the Govt. has declared Dharan as a Municipality that consists of 19 wards (about 175000 population), only Naya Bazar and Purano Bazar are the main lanes which are business centre and the small towns. All other parts of it comprises of villages. Many inhabitants staying in the stream sides are the victims of the landslide from the northern hilly districts which has compelled them to take plight from their homes and displaced them to these regions and their condition is worse than in the other villages where the agricultural land is available. People from this region are poorest people than people from other villages. There is no source of permanent small rivers and underground water-table within Dharan area. So there is lack of potable water which is not enough to more than 70% of the population. This has been one of the major reason for the poor health condition.
Most people have migrated from remote and hill districts of the eastern Nepal. These people have not their own land and they are compelled to adjust on the bank of the streams (Ailani Jagga) by making a small wood-hut without foundation which is sometimes destroyed by storms and flood. At present, the total population existing in Dharan is about 175000 and around fifteen thousands are estimated to be living in utterly poor half-fed and naked condition. They are wage laborers who are living in hand to mouth existence with no income to send their children to school.
Status of women, children and untouchables are very low in society. Women and children especially have very low status in the family itself and they have very low economic strata. This leads to severe health problems of women and others in the helpless families. Superstitions and ignorance are common phenomena especially in the traditionally oppressed and untouchable castes which consist of about 25% of total population for which the govt. service delivery system on basic services is not adequate to the community. All the administration and political handling persons come up from the upper castes with an attitude to oppress to the untouchable castes people. So, there is lack of will to improve the burning issues of exploitative economic social relation-ships.

Regarding to the eligibility criteria for the membership into the council, individuals aged above sixteen irrespective of castes, color, creed, sex, religion, occupation and nationality who are interested in social services can acquire membership as above category.
The Executive Committee of eleven persons (President-1, Vice President-1, Secretary-1, Joint Secretary-1, Treasurer-1 and other Members-6) is elected by the General Assembly which shall be conducted in each five year.
